(March 16 2010) Yesterday, I had the pleasure of listening to WRHI radio and Straight Talk, with special guest, the Honorable Buddy Motz, who is the current representative for the District 6 seat I am seeking in the upcoming primary on June 8th 2010. Mr. Motz noted York County is a bedroom community to Charlotte, and 40% of York County residents travel outside the county for employment. This further indicates the need for new businesses, both large and small, to bring needed jobs to this county. There needs to be new leadership and a new energy to change the acceptance of the status quo. Our County faces one of the highest unemployment rates since the great depression, and we are unable to jump-start our economy. We have to come up with innovative/new ways to tear down the high unemployment rate we have in York County. Mr. Motz, a 12-year incumbent spoke only of incentives. I find it disturbing this vital discussion only occurs during an election cycle. The City of Rock Hill and York County are not known as a business friendly area and there is a reason for this. It is obvious to any local businessman. There needs to be an open door policy to new businesses, not a bureaucratic nightmare. In regards to the Crystal Lakes debacle, I would differ from Mr. Motz’s praise of the county manager since he is responsible for the county departments under him. Also how does the chair of the county council, who represents District 6, not know what’s going on within his own district, especially when it has such a negative impact on certain citizens of this district? My question is who is running York County, the County Manager or the Councilmen elected by the citizens of this county. My first goal would be to serve the citizens of this district and not dictate to them. Instead of being reactive for political expediency sake, I will be proactive in serving the citizens of this district in a proper way. There needs to be a transparent government that protects the citizens, not alarm them. As far as Pennies for Progress, when I first started serving on the Rock Hill School Board in 1994, I saw the need and the benefit for this program. However, a lot of mismanagement has occurred and the citizens of York County have suffered through many delays. In deference to Mr. Motz, instead of being a PR man for an ineffective government bureaucracy I would make sure a common sense, businessman approach is applied to the management of this taxpayer funded program. The statement by Susan Britt, who is the planning director, that “no laws were broken by the change” is inaccurate. The York County Zoning ordinance for Planned Development lists both minor and major changes. The section for major changes lists the following: Increased overall impervious coverage or square footage of structures; increased density or intensity or use; increased demand for traffic circulation and public utilities; increased number of dwellings. All changes to the approved planned development plan not defined as minor changes are “deemed major and shall be approved only by the County Council.” All of the changes listed above are major changes not approved by the County Council, and should be regarded as a violation of the ordinance. 2. The comment by Susan Britt that “public input is not a right” is completely out of line, and she should be reminded that the taxpayers of York County pay her salary. 3. Council Chairman Buddy Motz needs to remind County Manager Jim Baker that York County deserves better service than he is providing and that employees who do not know the contents of the county ordinance need to find employment elsewhere. Baker states that “discussion has gone back and forth about what constitutes a major or minor change in a planned development.” He should read the existing ordinance. Baker also states, “Invariably developments are going to change over time. But nobody should have been surprised. The worst thing that happened is we surprised people. Everybody got blindsided by it.” He needs to explain what he means by saying “nobody should have been surprised” and “we surprised people.” 4. Rock Hill School Board and State Board of Education member Dr. Britt Blackwell announced his candidacy last week to take on Councilman Buddy Motz for the Republican nomination. Motz came within 42 votes of losing his seat in 2008 to Alex Haefele who is also running again this year. Motz and Haefele were at odds over an expansion of the runway at the Rock Hill/York County Airport. This year, the big issue will likely be the flop with the Crystal Lakes housing development in Newport. I imagine a lot of blame is going to be thrown in Motz’s direction. Blackwell had a kick off event on Friday in which more than 70 people showed up which is pretty good for a county office candidate on a weekday afternoon. Among the crowd were State Representatives Gary Simrill, Debbie Long, and Phil Owens shoring up support for Blackwell. It was a sure sign that people are looking for some change in our county’s governance. If elected, Blackwell intends to focus on job creation by aggressively recruiting businesses to York County. He wants to reduce county taxes by weeding out waste and making the county government operate more efficiently. He is also an advocate of open and transparent government and pledges not to be beholden to any special interest groups.
